Guillermo Portillo is the Senior Director of Construction at Rowan, where he leads the company’s construction strategy and execution across hyperscale projects. With over 17 years of global experience, Guillermo has held leadership roles at Amazon, Stanford University’s SLAC National Accelerator Laboratory, and ExxonMobil, driving major infrastructure initiatives in the technology, energy, and scientific research sectors.

Guillermo has led end-to-end execution of capital projects exceeding $5 billion in value—from engineering through commissioning—across the U.S., Canada, and Latin America. At Amazon, he was instrumental in establishing the execution team that built out the company’s last- and middle-mile logistics infrastructure in Latin America during the explosive growth of the COVID-19 era. His portfolio includes work on world-class assets such as the Linac Coherent Light Source II (LCLS-II) particle accelerator, and major oil sands and petrochemical facilities.

He holds a Master’s in Mechanical Engineering from the University of Wisconsin-Madison, and a Bachelor’s in Mechanical Engineering from The University of Texas at El Paso. He is a PMP-certified leader known for his passion for safety, talent development, and driving excellence across multidisciplinary teams.
