Rowan Digital Infrastructure Welcomes Stephen Jenkins as Chief Development Officer 

Industry Veteran Will Drive Rowan’s Hyperscale Data Center Expansion Across Growing Portfolio 

DENVER, Co. (Oct. 1, 2025) — Rowan Digital Infrastructure (Rowan) and Quinbrook Infrastructure Partners are proud to announce the appointment of Stephen Jenkins as Chief Development Officer, bolstering Rowan’s leadership team as the company is scaling several gigawatts of sustainable hyperscale data center campuses purpose built for the world’s largest technology companies.  Jenkins brings more than two decades of experience driving hyperscale innovation, operational excellence, and cloud and large infrastructure development at Amazon Web Services (AWS) and Chevron Phillips Chemical Company.

Prior to joining Rowan, Jenkins spent almost 12 years at AWS, serving as Director and General Manager of Dedicated Cloud Networking and leading strategy and planning teams for new AWS region builds worldwide.  In his last role, he oversaw all aspects of data center network design, build, and scaling for government customers, managing a team of 140 engineers and technical leaders that delivered AWS’s most advanced network infrastructure and services, including the company’s highest-density servers for generative AI services like Amazon Bedrock.

As Director of Infrastructure Region Planning, Jenkins spearheaded global data center and network expansion investments, driving site selection, financial modeling, and strategic infrastructure launches in over a dozen countries. Jenkins also directed the development of infrastructure support for AWS products like Wavelength (5G cloud integration), Ground Station (satellite cloud integration), and Local Zones, expanding AWS’s edge and low-latency offerings.
