I write to express Rowan Digital Infrastructure’s support for your efforts to ensure responsible data center growth in Texas. Rowan shares your commitment to putting Texans first by protecting residential electricity consumers and grid reliability, conserving water, delivering meaningful community benefits, and ensuring transparency. These standards will ensure that Texas remains a national leader in responsible data center development and we look forward to working with your administration to continue delivering projects that strengthen Texas communities.
Rowan is a U.S. developer of hyperscale data center campuses with a rapidly growing, multi-billion-dollar footprint in Central and South Texas. Rowan has three data center campuses leased to top US technology companies under construction in Texas, as well as a substantial pipeline of development-ready projects. Our straightforward philosophy is that Texans hosting major infrastructure should see meaningful local benefits and those communities should be protected. For all our projects in Texas we commit that we will continue to:
Fully fund infrastructure to protect residential electric consumers: Rowan believes data center growth and energy affordability can and must coexist, which is why we pay the full cost of our electrical infrastructure. Rowan provides financial backing to cover the cost of any transmission or distribution upgrades our projects require, ensuring existing electricity consumers do not subsidize new load. We also support ERCOT’s Large Load interconnection standards, including firm financial commitments tied to each stage of development, so that only projects that pay their own way can reserve grid capacity. Rowan is a proud signatory of the White House Ratepayer Protection Pledge to ensure we extend these protections to all Americans.
Conserve water: Rowan’s Texas facilities use high-efficiency, air-chilled, closed-loop cooling systems designed to continuously recirculate water for approximately 10 to 15 years. Rowan has completed the Public Utility Commission of Texas (PUC) and Texas Water Development Board (TWDB) water use surveys. Rowan works proactively with our municipal water and wastewater service providers to identify and fully fund system upgrades, keeping water bills low for Texas communities and enhancing community water infrastructure.
Support communities: We develop robust voluntary community agreements to provide development safeguards for addressing traffic, noise, lighting, landscaping, setbacks, and other considerations. We also invest in local schools, first responders, nonprofits, cultural organizations, hospitals and more through Rowan’s Community Catalyst Grant Program, which to date has granted 27 unique grants for highly impactful local organizations in Texas communities.
Operate transparently: Rowan is committed to earning trust through transparency. Rowan will provide all requested information on public financial assistance, ownership and controlling interest, and other matters. We also commit to continuing our extensive community engagement efforts from the earliest stages to build community understanding, approval, and ongoing support for our projects.
I would be honored to meet with you and your staff to discuss Rowan’s community-first development approach and how we can partner to protect Texans while maintaining the state’s proud position as the Best State to do Business for 22 consecutive years.
